JAXA researchers use their SKALE simulator to study a 2030 Japan drone-delivery case inside a UTM concept. It is shelved as a primary technical paper on many low-altitude aircraft in Japan, and it is a simulation rather than a record of flights. It is not evidence of an approval.
The paper states that research on UTM for beyond-visual-line-of-sight flight relies on simulation because flying many aircraft for real is costly and slow. A 2030 Japanese delivery model is built, and UTM ideas for airspace safety and efficient parcel use are evaluated in that simulation. The result does not replace crewed operations.
2030 is a scenario year. It is neither a forecast that came true nor a count of Level 4 approvals. Demand and traffic in the model are assumptions. This card is citation-level and does not rerun the simulator inputs.
